The DFO includes any flood reported in local or international news media, andmedia and therefore represents the vast majority of largeimpactful floods that occur in populated areas. There is little potential for differential inclusion in this dataset of urban flooding (inclusion bias). This dataset is therefore appropriate for analyses of overall occurrence of floods (defined as “flood-affected areas) at the SALURBAL city level. However, the polygons indicating where the floods occurred are imprecise and were manually drawn based on areas reported to have been “affected” in news reports. This broad definition of “affected are” is ambiguous and determined by the journalists and publications that reported on the flood event whose reports were compiled by the DFO. Accordingly, the DFO boundaries may cover may report an entire city or department was within the affected area, even if the whole city or department was not actually physically flooded. Due to the imprecision in this process, the DFO is not appropriate for situations that require spatial resolution that is finer than city level.
